This basically gives you unlimited everything: infinite weapons, ammo, mini-nukes, fusion cores, attribute points, junk items, and even money when you resell all this stuff. The "You're Special!" magazine can be found inside your old house in Sanctuary, on the floor in Shaun's room.

The Mercenary Pack is a Fallout: New Vegas add-on that gives the player access to a variety of extra items at the start of the game.
